High-level talks between Ukraine and the U.S. on ending the conflict with Russia began in Saudi Arabia. This follows significant drone attacks over Russian territory. The discussions will focus on a potential ceasefire, security guarantees, and access to Ukrainian rare earth minerals, with U.S. Secretary of State Rubio indicating openness to Ukraine’s proposals without imposing conditions.

High-level discussions commenced between the delegations of Ukraine and the United States in Saudi Arabia on Tuesday, aimed at resolving the ongoing conflict with Russia. This development occurred shortly after Russian air defenses intercepted 337 Ukrainian drones across various regions in Russia, leading to fatalities and injuries among civilians.

In Jeddah’s luxury hotel, journalists witnessed the beginning of the talks as Ukrainian officials, including the foreign minister and defense chief, remained composed opposite U.S. Secretary of State Marco Rubio, who expressed optimism about the discussions. Ukrainian presidential aide Andriy Yermak emphasized the necessity of establishing a “just and lasting peace” in Ukraine and highlighted the importance of security guarantees to deter future Russian invasions, referring to the 2014 annexation of Crimea.

Saudi Arabia’s foreign minister participated in the talks, which were marked by the presence of American, Saudi, and Ukrainian flags. Kremlin spokesperson Dmitry Peskov indicated that the U.S. is expected to communicate the talks’ outcomes to Russia, describing it as standard practice. Furthermore, these discussions represent an opportunity for Ukraine to mend relations with the Trump administration amid previous tensions.

Ukrainian representatives announced their intention to propose a ceasefire covering the Black Sea, alongside discussions surrounding long-range missile strikes and the exchange of prisoners. There is also a plan to discuss access to Ukraine’s valuable rare earth minerals. Rubio indicated the U.S. delegation was open to understanding Ukraine’s position rather than imposing conditions.

He mentioned that although the minerals deal could potentially be finalized during this meeting, it would not serve as a prerequisite for ongoing negotiations with both Ukraine and Russia. Notably, the Kremlin has yet to make any public concessions regarding its demands, which include Ukraine forgoing its NATO aspirations and recognizing Russian-occupied territories.

Currently, Russian military forces retain significant momentum on the battlefield, although faced with substantial casualties. Russia’s extensive drone defenses were tested when over 70 drones targeted Moscow, marking the largest attack on the capital thus far, with several injuries and property damage reported. Flights in and out of several Moscow-area airports were temporarily suspended due to these developments.

In conclusion, the talks in Saudi Arabia represent a critical step towards negotiating a resolution to the ongoing conflict between Ukraine and Russia. The discussions focus on achieving a ceasefire, ensuring security guarantees, and facilitating access to Ukraine’s resources. As the situation evolves, it remains essential for both parties to engage constructively in these negotiations to pave the way for a lasting peace and stability in the region.
