Montana Senate Considers School Vaccination and Election Registration Reforms

Emrich emphasized the necessity for personal choice regarding vaccinations, asserting, “People need the right to choose.” He acknowledged that while vaccines are largely accepted, there should be freedom for those who wish to opt out. In contrast, opponents of the bill expressed concerns over public health implications if vaccine opt-out rates increase. Democratic Senator Cora Neumann articulated this view based on her public health experience, stating, “The only reason that people… can decide not to get vaccines… is because my kids are vaccinated.”
The Senate also approved Senate Bill 490 with a 33-17 vote, which aims to amend Montana’s late voter registration laws. This bill, sponsored by Republican Senator Mike Cuffe, seeks to eliminate registration opportunities on the Monday before elections and to restrict registration time to noon on Election Day. However, it would allow registration on the Saturday prior to elections.
Opponents, including Senate Minority Leader Pat Flowers, cautioned that these changes could hinder voter participation, particularly among younger voters. Flowers remarked on the confusion this could create with, “the stop-start — so you can register Saturday, Sunday, but you can’t register Monday.” Supporters of SB 490 argue that it would help manage the long lines faced by election workers during same-day registration. Senator Theresa Manzella noted the effort to comply with a Montana Supreme Court ruling while ensuring safe and efficient elections.
