Bhutan’s National Council Initiates Legal Reforms for National Vision

The National Council (NC) of Bhutan is preparing for major legal reforms to align the country’s laws with its national vision and the Gelephu Mindfulness City (GMC). Emphasizing the importance of effective laws for order and prosperity, the NC plans to consolidate, amend, and introduce necessary legislation. This involves comprehensive evaluations and collaborations with various organizations to ensure compatibility of laws between Bhutan and GMC.
The National Council (NC) of Bhutan is actively preparing for substantial legal reforms aimed at enhancing the country’s laws to align with national aspirations and the Gelephu Mindfulness City (GMC). During a meeting on February 13, NC members reviewed the Royal Address marking the 117th National Day, which highlighted the importance of meritocracy, enlightened bureaucracy, laws for economic enhancement, and empowerment of the population.
His Majesty emphasized that effective laws are crucial for ensuring order, security, and prosperity. He pointed out challenges faced by many nations due to excessive laws and poor public understanding, which hinder innovation. NC’s Spokesperson and Deputy Chairperson, Dago Tsheringla, stated that the NC will align its activities with the national vision and is undertaking a thorough examination of existing laws.
Mr. Tsheringla noted that NC aims to consolidate, amend, and introduce new legislation based on national requirements, seeking to harmonize GMC with Bhutan’s legal systems over the next decade. In preparation for the summer session, NC members have been tasked with identifying laws that need amendment or consolidation, as guided by His Majesty’s address.
NC committees will deliver comprehensive presentations in April that include thorough research to guide prioritization of legislative action. Discussions will also occur with pertinent organizations to align national laws with GMC, with each of the five committees assigned skilled members to initiate these tasks.
During their February 13 meeting, NC members reviewed Schedule A and Schedule B laws for the GMC, effective since December 26, 2024. GMC has adopted several laws from Singapore, including the Companies Act and Employment Act, alongside 10 Abu Dhabi Global Market Financial Services Regulations, facilitating governance in various sectors like company incorporation and taxation.
Mr. Tsheringla mentioned that the compatibility of laws between Bhutan and GMC will also be analyzed, indicating a focus on laws such as the Companies Act and Income Tax Act in both jurisdictions. The NC’s strategic approach aims to cultivate a robust legal environment that fosters growth and prosperity.
