Ecuador Elections: Transparency Amidst Challenges and Opportunities for Reform

Ecuador’s recent elections were noted for their transparency and organization by the CNE, yet public trust remains low. Despite political tensions and misinformation, the electoral process was generally calm. The EU EOM monitored these elections, intending to address ongoing challenges and provide recommendations for future electoral reforms.
The recent elections in Ecuador proceeded transparently and peacefully, leading to a second round amidst unresolved challenges. The National Electoral Council (CNE) received praise for its organized and professional electoral process, including the swift counting and announcement of results, which alleviated concerns regarding data integrity. However, trust in the electoral administration remains low despite these improvements.
Preparations followed the electoral timeline and updated the voter register as scheduled. The CNE implemented advanced electronic systems for results management, promoting both transparency and security. Nonetheless, issues such as public confidence in the administration continue to hinder perceptions of the election process.
Throughout the electoral activities, the rights to assemble, express opinions, and access the press were respected. Despite spatial concerns about insecurity, instances of political violence during the campaign were kept to a minimum. The European Parliament Delegation expressed appreciation for the overall conduct of the elections, especially given the challenges present.
Despite the positive aspects, several issues remain unresolved, particularly regarding President Noboa’s controversial decision not to take leave during the campaign, which raised accusations of bias within electoral institutions. Additionally, misinformation spread rapidly, particularly narratives of electoral fraud, and existing regulations on media advertising proved insufficient in the digital domain.
The preliminary observations made before the completion of the electoral process highlight pending phases such as the official results tabulation and petition handling. The European Union Election Observation Mission (EU EOM) plans to monitor the forthcoming presidential election round and will release a comprehensive report assessing the situation along with recommendations for reform.
The EU EOM team arrived in Ecuador following a formal invitation from the CNE and engaged 106 observers from various countries to monitor the electoral proceedings against international democratic standards. Moreover, the observations covered 480 polling stations across several provinces, highlighting the mission’s commitment to impartial assessments of the electoral process.
