Russia’s military activities in the Central African Republic have been more harmful than beneficial. Despite claims of successful stabilization, evidence shows a rise in violence and human rights abuses since Russian troops’ involvement in 2018. The situation remains dire, with ongoing challenges from rebel groups and widespread corruption undermining peace initiatives.

Recent claims regarding Russia’s military engagement in the Central African Republic (C.A.R.) suggest significant successes in combating militant groups supporting President Faustin-Archange Touadera. However, evidence contradicts these assertions, indicating that violence has escalated since Russian troops, aligned with the Wagner Group (now Africa Corps), arrived in 2018. Reports indicate that rather than stabilizing C.A.R., these forces have perpetuated violence and terror, becoming among the most violent armed groups in the region.

From 2018 to 2024, Russian troops reportedly engaged in over 100 confrontations, resulting in more than 362 incidents of violence against civilians, with at least 786 fatalities. The ongoing campaign of violence has drawn criticism, with new reports in February highlighting the Africa Corps’ terror-inducing campaigns. Despite the Kremlin’s narrative, various international sources demonstrate that foreign military support has not led to fruitful peace efforts in C.A.R.

The C.A.R. remains one of the world’s poorest nations, engulfed in a civil war primarily over control of its abundant natural resources, which include uranium, cobalt, and gold. The nation’s government has attempted to negotiate packages aimed at integrating rebel forces into civilian life, yet the situation remains dire with significant levels of corruption undermining peace initiatives. Of the 14 militia groups that agreed to a peace settlement in 2019, many have either reverted to militancy or aligned themselves with Russian forces.

International reports emphasize the exacerbation of corruption stemming from foreign influence, leading to inadequate handling of funds intended for disarmament and peace-building. Hundreds of millions of dollars have been lost, with at least six of the initial rebel signatories violating their agreements. The persistent issue of rebel control remains, as approximately two-thirds of the C.A.R. continues to be dominated by various factions, complicating any peace processes further.

The U.N. has raised alarms regarding worsening conditions in specific regions, correlating instability with competition among armed groups for valuable resources. Civilians suffer immensely due to ongoing conflicts, experiencing kidnappings and violence linked to resource struggles. Investigations reveal an increase in Russia’s media apparatus designed to support its agenda in C.A.R., obscuring the grim realities faced on the ground, where atrocities by Russian troops include mass killings and widespread abuses.

In summary, Russian military involvement in the Central African Republic has reportedly aggravated violence instead of contributing to peace. While purporting to assist the government, Russian forces have engaged in significant human rights violations and corruption while profiting from the nation’s resources.
