The Mozambique Framework for Anticipatory Action and Early Response addresses the challenges posed by cyclones impacting millions. This document outlines the framework for anticipatory action (AA) and early response (ER) regarding cyclones in Mozambique. It details triggers for action, a coordinated pre-agreed plan, and pre-established financing to assist populations at risk. With cyclones increasingly impacting the nation, the framework outlines a strategic approach to mitigate their effects on communities, especially in high-risk provinces.

Mozambique frequently experiences the adverse impacts of cyclones, particularly in its low-lying coastal regions where many inhabitants live. In recent years, approximately 5 million individuals have been affected, particularly in the provinces of Zambezia, Nampula, and Sofala. Furthermore, cyclones have been identified as the primary natural hazard causing significant economic losses, with their frequency and intensity increasing since 2000.

The intention of this framework is to facilitate coordinated anticipatory actions and early responses for individuals at risk of cyclones across six provinces: Cabo Delgado, Nampula, Zambezia, Sofala, Inhambane, and Gaza. Selected districts will see the implementation of AA, ensuring that timely life-saving assistance reaches those in need.

Development of this framework was conducted participatively, under the leadership of the Resident and Humanitarian Coordinator, and coordinated by OCHA Mozambique, in collaboration with a national technical working group focused on anticipatory action.

Essential to the activation of financing and activities within this framework are specific triggers. The readiness trigger allows for action up to 120 hours before landfall, considering forecasts. The action trigger activates between 72 and 6 hours prior, while the observational trigger can prompt action within 48 hours post-landfall, provided certain conditions are met.

Partnerships will be crucial in disseminating early warning messages to communities about risks and assistance rights, as well as ensuring preparedness in temporary accommodation centers (TACs). The framework emphasizes collaborative efforts to supply in-kind assistance such as shelter kits and sanitary products while enhancing access to vital services like health and sanitation.

The response activities within the framework are designed based on prior cyclone experiences and are expected to be implemented swiftly, ideally within 2-4 weeks post-landfall. The Emergency Relief Coordinator has earmarked up to $6 million from the Central Emergency Response Fund (CERF) to support operations in critical sectors including Food Security, WASH, and Health.

This framework is grounded in the recognition that Mozambique’s geography makes it susceptible to cyclones, which severely affect its population and economy. Since 2017, millions have suffered the consequences of cyclonic activities, with economic losses skyrocketing. With the increasing frequency and severity of these natural disasters, a structured response plan is necessary for effective risk management and minimization of human suffering.
